Equalisation levy of 6% on digital ad

Today I came across this alert in google adsense profile. I can understand this if it is just for eCommerce websites but it isn't fair for individual people who an barely pay their hosting and domain payments. So, anyone is here believe that this is unfair? Almost all the people who browse internet are using adblock and not to mention that we can't really pay any bills with the advertisement money anymore. I have 10$ in my adsense account and I made them by displaying ads, close to an year or so.

Now 6% of that will be lost thanks to this new announcement. So, what are your thoughts on this subject?

I believe this only applies to the companies, not individuals using the services. It could effect the individuals if the companies start charging a fee or increase the fee. This was proposed by the Indian government.
